The regional investment fund is a part of the budget of the Lipetsk region, subject to use in order to implement projects in the Lipetsk region based on the principles of public-private partnership.

The law of the region on the budget establishes the volume of budgetary allocations of the regional investment fund for the next financial year and the planning period.

Budgetary provisions of the regional investment fund are given for the implementation of the projects that have passed the selection procedure.

Budgetary provisions of the regional investment fund are provided in the form of:

1. implementation of budget investments in capital construction projects of state property of the Lipetsk region or provision of subsidies to local budgets for co-financing of capital construction projects of municipal property, budget investments in which are made from local budgets;
2. implementation of budgetary investments in capital construction projects of state property of the Lipetsk region, established within the framework of concession agreements, or granting subsidies to local budgets for co-financing of capital construction projects of municipal property, budget investments in which are made from local budgets created under concession agreements;
3. financing the development of project documentation for capital construction of public property in the Lipetsk region or granting subsidies to local budgets to co-finance the development of project documentation for capital construction of municipal property;
4. financing the development of project documentation for capital construction of public property in the Lipetsk region, which are intended to be created within the framework of concession agreements, or subsidies to local budgets for co-financing the development of project documentation for capital construction of municipal property, which are expected to be created under concession agreements.
